I have a hard drive and there is nothing wrong with the components but i can not format. windows says it is unaccessable. I think it is a major bug but i need to format the drive to use it.
any ideas?

your not running fat32 are you and the drive is formatted NTFS?
If you want to format the hard drive without a PC, then run a magnet across the top.
Permanent damge is highly possible though :)

Have you partitioned it ?
Also what OS and where is it it fitted ? i.e. Pri Slave Sec Mstr ?
Have you tried from DOS, using a W98 start up disk ?
boot to dos run fdisk and delete and recreate your partitions. This should sort things out
Am I the only one that notices that he wants to format his hard drive without a pc? Hence the title.
It would be nice if you would of provided some info on your "major bug" too.

but if windows says it is unaccessible, the pc must be able to boot!

use a win 98 start disk, boot into dos, run fdisk, delete all partitions, then re format. then you will have a fat 32 disk. if you are then using win xp, you can either load xp as fat 32 and once loaded bring up the dos prompt and type
CONVERT C:/fs:ntfs
Where C: is a name of the drive you want to convert.
or you can change it to ntfs while installing windows, but i think that is much slower

do u know where to get a start up cd. i found one but you need to do about tens things to the files before burning and i am lost.

You can create a W98 start up disk on any PC that is running W98.
It doesn't need burning it's a floppy disk.

Or if you want to boot from a CD nero will let you create a boot CD but you still need the boot floppy to do it
