Xbox live banning question

Going to get on live soon but have a few questions.
If there's the xbox is banned because of the hard drive is changed, could you just sign up to a new live account and it'll work?
If not, what if you change the HD again to a new one and sign up to a new account?

You would have to get a new eeprom and flash it to the motherboard with configmagic. After the new eeprom is in place you can install and lock the new harddrive. I don't know if you have to re-register the account, I believe only the hardware gets banned.
