Make sure that the jumper on the back of the new drive is proper set for the system.
Is the new burner detected by the BIOS?

If its not detected by the BIOS at the post screen then you can't blame windows XP - its something to do with your hardware setup.

Go into your BIOS and check your settings for detecting IDE devices. Also, make sure that your IDE cables are ok, your power cable is ok and your jumper settings are correct.

is your power cable in correctly, and what is your power supply wattage, what other stuff have you got on your system, perhaps the power supply is being over utilised and can't power the extra equipment, or maybe you have a faulty power plug, try a different one than the one you have plugged ionto the rear of your cdrw. also check that you have set the right setting on the pins at the back of the cdrw, ie mater or slave etc
