Defrag cannot be completed if there are errors on the drive.
Scandisk normally restarts because something running in the the background is interfering. You should terminate all background programs including screensavers before running scandisk.
Sometimes unwanted programs such as adware, spyware and trojans will run in the background and cause Scandisk to restart frequently.
If all else fails try Scandisk and Defrag in the Safe Mode.

:director: you can either pres ctrl alt delete and close all the proggies that are listed or start in safe mode, i can't remember all of a sudden how to do that, for some reason i keep thinking that you press f10 while starting up but not gonna test that, cause i am lazy and i am in a seti race

If you are running Windows 9X, the only programs that is needed to be running when you press "CRRL+ALT+DEL" is systray and explorer. All other programs can be terminated temporarily.
To permanently terminate a program, click "Start" then "Run" and type "msconfig". Select the "Startup" tab and uncheck all unnecessary entries.
Startup Programs and Executables Listing (http://www.lafn.org/webconnect/mentor/startup/PENINDEX.HTM) should provide a list of possibly listed programs. Click on any program to see it's status.

Judging by your mention of Scandisk it sounds like you are running Windows 9X.
To start Windows 9X in the Safe Mode, press F5 about once per second during the boot up. Choose "Safe Mode" from the list.
