Ip tracing

Is there a good accurate program or website for tracing a Ip address to a location ?
Someone has tried sending me a virus and I have a good idea who it is but cannot be 100% certain unless i know roughly the location .

I use Smartwhois http://www.tamos.com/products/smartwhois/ and once I have verified the target machine run Retina http://www.eeye.com/html/Products/Retina/ to see if it has any exploits (most have) and then it's fun time :)
I dont like scanning in this fashion but when someone tries to hack me I get a bit annoyed.
