120mm case fan sometimes sticks

The 120mm case fan seems to stick most of the time when i first switch on the pc.

If i touch it with a pen then it starts spinning.

Ive tried using an air cannister to get rid of any dust and ive tried using WD40.
But they havent made any difference.

I dont really wanna replace it as its less than 1yr old and its an Antec. But i dont wanna have to go through all the hassle of returning it to them either.

Any ideas would be appreciated.

There isn't much else you can do. Other then clean and lubricate it the only other real option is to replace it.

Is it running off a reduced voltage, perhaps through a variable speed controller?
If so then turn it up a touch.
Fans need a little more voltage to get them going than to keep them spinning.
