Why you want to install OS on a slave drive? Or am I reading something wrong? Normally you need to adjust the HDD jumper to slave (no jumper in most of the cases) position and then connect the IDE cable. It will get detected by Windows (If already installed on Master Drive) as a non formatted disk. Then you can partition/ format the same using CMD prompt or Explorer.

Sorry for my confusion! Is it showing up properly in CMOS and then in Windows Explorer?
CMD is nothing but windows command prompt. You need to run FDISK from command prompt and then partition/ format the disk as usual. Select the Current Hard Drive option (or something similar) on the first screen of FDISK and choose your slave disk there. Then create the partition, close FDISK and format the disk from Windows Explorer.
More simpler is to use OEM program (like disk manager) to partition/ format the disk. You can download one from the manufacturer's web directly. Which brand of HDD it is?
Only one preacaution: Keep only the new disk in machine (as a master) while using DM on it. Accidents can happen and it's better to be safe than sorry afterwards. ;)
