I downloaded a limited edition vcd cam movie, and I doubt a better quality will be released anytime soon. So, I was wondering how do I re-encode the video to a SVCD quality, and filter out the loud fuzziness in the audio to better audio?. Thx.

That isn't the way it works. Re-encodign results in a loss of quality. That said you are welcome to try extracting the audio and running it through say Adobe Audition to try and clean it up. You can also try and clean the video up with say AVISynth whilst resizing to SVCD res. Basically though it is impossible to remove the audio fuz without removing some frequencies that you really want to keep, same goes for the video and then you are going to re-compress it with a lossy compressor which will result in even more quality loss.

Oh Ok, I See Now. Guess The Cam Release Will Do For Now.
But, Am Just Curious To How Is That Release Groups Tweek To Better Quality Releases?

Maybe they aren't re-encoding the VCD mpg, but a better quality source or maybe their release really isn't that much better quality.
