Anyone know any prog that can identify what speed a chip of ram is running at ?

Ive a feeling ive been sold an overclocked one but would like to see what mhz it runs at , is this possible ?

SiSoft Sandra or AIDA32 should help you out.

Any particular reason?

was supposed to be pc3200 400mhz .

PC3200 doesn't run at 400mhz. I know, it's what I'm running. It runs at 200mhz, as yours is. Anything higher and it would be overclocked.

That's correct! Whatever you have got m&m, is the correct one and it has certainly not been overclocked.

just to add m&m,

the RAM you, and probably most of us are now running, is DDR which is Double Data Rate. Basically the RAM is clocked at 200mhz in this case but runs at double the speed, hence the 400mhz that is quoted when you buy it. DDR2 is now just out as well which doubles that again :)
