How do i restrict Internet speed?

I have my network setup with 2 comps on it and internet connection sharing enabled.

I have a 512kbs connection and dont want my bro hogging it, ideally i would like to limit him to 56kbs or something, is there any way to do this? it would be handy if the speed could be changed manually and automatically at a given time

I have a program called net limiter, you can select max kbs up/down stream a programhas. I take it you have a network. Search on google for netlimiter - I think they support network limitation
