Cannot install anything.."system cannot find the file specified"

i have tried to install winzip, winrar, windows service packs and everything I try I get this message. I just reformatted PC again. I dont know whats up.

Well, I'm facing the similar problem with P-II 350, 128SD System. Dual boot of Win98 + Win 2K Pro. W98 and softwares installation is perfect. Win2K installation also completes without any problem. After that whenever I try to install service packs or any other software I get a message at random stages... "File can not be located".
