how do you create a cue file?

I downloaded an image and its got the bin file but its missing the bin file. how do i create a cue file for it? thanks

If I remember right, its been a while, I use to take any cue file and change the name of it by right click change name. Name it the same as the bin file so it looks for it.

you need to open it in a text editor... then just change the file it points to
