Hideehoo,
Ok a put in a new board, Gigabyte Ga-7N400 with Nvidia Nforce 2 ultra chipset and a Athlon XP 2600+
CPU temp is idling at 68 degrees. (not overclocked 1.91ghz)
69 degrees overclocked to 2.13 ghz at idle
72 degrees when installing a program or ripping
Used artic silver 3
Stock heatsink and fan, removed the crap that was on the heatsink and used Artic in its place.
I have 2 fans blowing in from the front
1 fan blowing in on the side
2 fans blowing out in the back.
Used the same case as before with the other board (Biostar and 2400+ at 37 degrees)
So WTF????
The only other thing that I can think of is changing the heatsink, but cant see that dropping the temp by 20 degrees. The heatsink and fan are on correct.
Anybody have a solution?

Use a copper heatsink designed for 80mm (or larger) fan will help. I believe your stock (aluminum) heatsink doesn't have good heat transfer (conduction) rate.

Have you checked that the HSF is sat squarely on the cpu & nothing is fouling it?
Have you used mineral spirts or acenone to remove the stock "crap"? The stock "crap" leak into the micro pores of the metal to provide best contact, just like any other thermal paste. It is best to use an abrasive cleaner (as above) to remove it.
And you only applied a thin layer of AS3?
And have you tried looking if they have any newer bios out for the board? This might just be a bad calibration of the sesnsor.

I would suggest the Aerocool Super Tornado I have had all kinds of probs with my work machine. The most it does is Copy DVDs. It is running a 2800+ and the temp was 71 degrees, I put the Aerocool Super Tornado on it and its down to 55 degrees :)

Thanks for the advise guys, I have another heatsink and fan that I am going to try in a few days, and see what happens otherwise I will give that a shot GSM.
Van - Believe it or not it is a copper heatsink...must be something they just started doing or the copper heatsink is a peice of sh1t!!
Wiz - I removed it with isproyl (however you spell it) alcohol and yes a thin layer. Havent thought about the bois, will check that if the other heatsink fails to lower the temp. I will post the results, in case someone else runs into this.

I've never seen a 100% copper stock HSF for XP 2600+ . I have all 3 versions of XP 2600+ and the heatsink that came with the Barton has a thin copper plate at the bottom and the rest of it is Al.
Anyway, I believe when you go with 80mm or bigger CPU fan, it will help.

My mistake Van, its a copper core. Though that is a first for me to see amd have that, the other 3 processors... 2400, 2400 and 2000 + didnt have the copper core. I have a thermalake volcano I am going to try, when I get to ladies house tuesday.
BTW, how many frickin pc's do you have? :laugh:

Yep, I have 3 XP 2600+ systems for audio/video editing & burning, m8.

Ok, I changed the heatsink and fan....and used a cheapo heatsink and it dropped the temp to 53 degrees. Put the stock back on...went to 64 degrees. Overclocked it, and temp is at 56 with the new heatsink. I cant believe a pos heatsink was better than the stock one. Anyways I guess I am happy.

Exactly, Snatchy m8! That's the reason I've never used stock HSF's.

I never had a problem with the P4 stock heatsinks, I have a P4 3ghz overclocked to 3.35ghz and a temp at 45 degrees with the stock. Probably could go higher.....very strange.
