As long as it's not banned from XBL or registered to someone else it's worth trying to get fixed under warranty even if it's modded.
The manufacture date is printed on the back of the console.
If it's under 3 years old you don't need a receipt and you can book a service online at http://service.xbox.com or call 0800 587 1102.
If it's over 3 years old they will take it if you have a receipt saying it's under 3 years (make sure it's the right version - core or premium).
The warranty seal is a silver or green and white sticker underneath the faceplate.
The other options are a DIY X-Clamp replacement (£5, unreliable), professional reflow and X-Clamp replacement (around £40, better but still potentially could fail again), or fitting a replacement motherboard at around £100, or replace the whole console (£120 from me for a brand new one).

As long as its not banned, MS will repair it for £81 - all in (pick up, repair & return). You then get the full warranty.
Not sure if they fix banned 360's though.
Don't think it matters about receipt - they have every 360 on their records and know when each one was sold.
