Complicated idea HELP!!

Right heres the general gist

Used to have 2 systems win 98 and xp on crossover cable.
Got extra box now so i have an xp a win 98 and a 2000 i like things being different.

Basically i want the 2000 machine to be perm connected to the net and the other 2 connect through it!!
I do however want restrictions so i want 1 machine to have full rights to net but the other to be limited in both speed and sites (bro is a git for download xxx :) )

Is this at all possible??

use microsoft isa server m8 this will do everthing you want:-) it's what isp can use to track users :-) if you need help get me on msn icq83554902@hotmail.com
