Help!!!!

hi guys using vista and trying to uninstall a program but every time i do i keep getting this message.... the windows installer service could not be accessed. this can occur if the windows installer is not correctly installed. contact support for assistance.???

^^^^^^ now its saying.... another program is being installed. please wait untill that instalation is complete and then try uninstalling this software then/again.

i have left this for ages but still the same ??
