What does it mean if a game has no ini file?

I've just got PES 09 (the strange release) and when I do a CRC autofix check in Mulleter it says "Game could not be found in database or ini file could not be loaded. So i checked it in abgx360 and that says failed to find a verfied ini file. (maybe someone could check their copy to see if they get the same?)

So what does this mean and does it mean this game will A: work and B: be stealthed and safe?

It means the game is too new to have been checked and added to the database yet.
