Help- pc not shutting down?

Hi guys, my pc froze last week so i had to turn off power to re-start but when i put the pc on i get nothing it's as if the pc is still trying to shutdown, I thought the hard drive was goosed so bought another and reinstalled OS but when it restarted the same thing occured, just the black screen but sounds like it's trying to shutdown, When i turn thr monitor off and on i get the "going to sleep" caption for a few seconds, like i say it's as if the pc is still trying to shutdown even when starting? It's not the hard drive so does anyone know what can be causing this? Cheers.

No i think it's just the cpu fan, you know the burst when you first start up except that it does this continually even the blue screen with set up etc does'nt come on, the only thing i get is "going to sleep" but nothing happens and i have to use the power off button to turn off.
