How do you look up IP addresses to find someones location?

Hey guys, I have an IP addy and host name and was wondering how I look it up to find out the location of a person.

I tried this place using my IP addy: http://ws.arin.net and it came up with results but didn't tell me where I was located which is what I'm trying to figure out how to do.

Any help would be much appreciated.

Try http://www.geobytes.com/IpLocator.htm not 100% spot on each time, but close enough - it's currently got me 5 miles from where I actually am, but chances are my ISP has severs there too
