What OS are you running? What make/model of the system or motherboard? What make/model of the USB card you're trying to add to the laptop?

Windows XP SP2 fully supports USB 2.0 but the problem is each USB device will need a driver for it to communicate with the OS. I will help you find the driver for the USB device if you can tell me what it is and its make/model.
Edit: I re-read your 1st post and saw that it's a DS Fire card, which requires no additional driver. Did you try a different USB port on the laptop?
