Bittorent Speed fluctuation problem

Im using bit tornado(shadows experimental) client at the mo but ive found this to be consitent across a couple of different clients as of yesterday.

Im getting really low overall speeds until i open loads of webpages and other web applications and then the speed of the torrent shoots up by a lot but as the pages load or i close them speed goes back down again. now i thought this was a bit strange as surely it wud get slower the more badwidth i use but it downt. ive actually watched it loads of times go up up up as other stuff opens then straight back down as it closes or finished loading.

all the relevant ports are open and i chucked me router in the bin so its neither of those things.so any suggestions lads?

Oh the torrents have loads and loads of seeds and peers as well so thats not the problem either.
