Image to VOB?

I was hoping there was an app out there that can convert a still image to a VOB easily. i.e. wanted to turn a "Please insert ..." into a VTS. tia :)

I guess just encode it to MPEG2 and then mux as a VOB. Then again I guess ffmpeg can convert to MPEG2 and mux to VOB at the same time.
