If your ISP provides a Dynamic IP, you cant fix it.
You may find this will help though : http://www.no-ip.com/services/managed_dns/free_dynamic_dns.html

I use Dyndns to overcome this problem

Most router manufacturers will have a dyndns section built in to the config - so create an account on the dyndns, add the details to your router, and give it a test - once you've cracked it your sorted.

Old thread i know but just thought i still need this sorting, does anybody else use Dyndns or another service to map a dynamic isp to a static one?
thanks

Try the free service of DynDNS (http://www.dyndns.com/) or no-ip (http://www.no-ip.com/).
