You should be able to boot with the XP Installation CD and do a fresh install of XP (you may need to change boot sequence in bios).
You will have the option to format the HDD at the beginning of the installation.

As Phil said, boot from your XP disk and you will have the option to format / fresh install.
Thinking it through, if you updated XP to Vista I assume you have data you might want to keep? If so it might be a bit more tricky...!

No you wouldnt be able to format the drive, while your using it,
Just boot pc, with xp disk, choose to boot from disk,
Format the drive, and continue with the installation, all in all, should take 30 mins or less

if it was an upgrade there should be an option within vista to roll back to XP
