USB Keyboard? You might need to enable it in the bios with a normal keyboard (dont know the name of the old plug jobs!)

How do you get into the BIOS if the keyboard doesn't work?
It might be worth resetting the BIOS as in motherboard manual
Also some backplates have springy metal bits which can interfere with the PS2 ports as you slide the motherboard in and may physically stop the plug going far enough in. It might be worth trying to boot the board with just the keyboard and power connected to try and narrow it down. You sometimes get blown ps2 ports but rare on a new motherboard.

The USB keyboard is still functional during the post.
If you do not elect to enter the BIOS at this point the keyboard will be disabled beyond this point as the BIOS does not apply Legecy Support.
Enter the BIOS Setup during the post and enable Legacy USB Keyboard Support.
This has been my recent experience while working with a system that had defective PS/2 ports and USB Legacy Support disabled in the BIOS.
