Having fun with pictures!!

Not sure if this should be in here so please move it if it is in the wrong section. I have a m8 who has lots of pics of his family and wants to have fun with them by doing things like taking his kids heads of one picture and putting it on another i.e. brother to sister and vice versa.
Is there a good, preferably free programme to do this which will produce excellent results?
Is there any feature within windows that might even do it??

Gimp will produce great results. Photoshop and Paint Shop Pro would also be good but they cost.

Is there any feature within windows that might even do it??Not really. Paint is the only photo software that comes with Windows. A simple analogy would be - Paint is to Gimp as Yugo is to a Ferrari.
