With the "All programs" menu open double click on "Accessories", a window will open showing everything in the accessories folder, now drag the folder back from the desktop to the Accessories window.
HTH.

If you hold down shift when you drag it should force a move.

Try this.

Go Control panel/Folder options/View and see that Show hidden files and folders is selected.

Go C/Documents & Settings/All users/Start menu/Programs/Accessories and see if you can see the System Tools folder, right click on the folder and select properties, check that the hidden box isn't selected.

edit: Is the folder on the desktop also a shortcut icon ?

As the folder on the desktop doesn't appear to be a shortcut try right clicking on the Start button and select Open all users then open the Programs folder and then the Accessories folder, you should be able to drag the folder off the desktop into the Accessories folder by holding down the left mouse button and dragging, if it still doesn't want to go try holding down the Ctrl key whilst dragging and you should be able to copy the folder over to the Accessories folder.

Good luck.
