Something like this (http://download.com.com/1200-2046-965095.html) should set you on the right track - you basically need a video card that can capture video, a VCR that can output video in digital format (or a converter), a cable or two, some software and a DVD burner.
Google searches such as this (http://www.google.com.au/search?hl=en&ie=UTF-8&oe=UTF-8&q=vhs+to+dvd+hardware&meta=) are quite educational - the first hit makes a very interesting read.

I have a hardware solution on my pc, ADS instant dvd, I connect my video to it, use the software provided and it captures it in MPEG2 (Ithink ?) which is dvd ready I load it into DVD factory, create my front end menu etc.....then burn to DVD...really fast as it does the video conversion using hardware on the way into the pc....so no further processing required....easy peasy....best of all I bought it 2nd hand on Ebay fo £70 p&P included.
