Photoshop. I am sure that there are plenty of tutorials around, although perhaps no many on specifically doing DVD covers.

Above all be patient and master layers in Photoshop. Try and get a good understanding off all the blending options so your project does not end up looking like a collage. Allow yourself plenty of time and above all try not to be too generic. There are trully some abysmal "cover makers" out there as a quick look at cdcovers will prove. Honestly I laugh my *** off at some of them.

I think a tutorial isn't really a good idea. As I say there are a lot of generic covers out there that adhere to 1 or 2 templates. Invariably you end up with a cover consisting of a couple of stock photo's with cack text and various different levels of contrast and saturation.
There are plenty of web sites with non related (to DVD covers) tutorials that teach you the basics. IMHO, if you can master layers, text and brushes and maybe even masks... then you can go on to do decent covers.

Photoshop is a personal thing for me. Only got into it to touch up digital snaps. Had photoshop since V4 and never appreciated it only ever used it to crop/resize. Brought a book about 18 months ago and it blew me away, so flexible. I love it. Wish I had more time to make multi's and do Covers. Couple of anklebiters and a full time job leaves me sadly lacking in time for either.
Glad you stuck with it m8, it's so tempting to go the way most of the other sheep go, cutting corners and doing dog rough stuff. I like a man who's proud of his work. Nice 1 :-)
