Ive got a saphire radeon 9200 and its an ATI card, As long as it has the ATI chipset m8 i dont think theres any difference appart from branding.

Saphire produces ATI cards. Not the GPU itself. Same thing with ASUS. 3rd party manufactors sometimes use different RAM, different heatsinks, different layouts and already lock the default RAM operating speed at a higher speed.

Powered by ATI means that a 3rd party made it.
Made by ATI means that it was made by ATI.

Nothing complicated here.

The Asus has temp monitoring, not sureif the Sapphire does. The Asus also comes with a hs, not sure about the Sapphire on that either. Asus' card also likely has some version of ATI's Rage Theatre chip as the Asus 9600XT did - Sapphire's does not. Finally, there's the simple fact that Asus makes high-quality products, Sapphire makes 'budget' products. Other than that, they're pretty much the same. :D

Huh? I though all modern day video cards come with a heatsink?

My Sapphire 9600XT has a heatsink. I would imagine that the 9800XT would most certainly have a heatsink.
