Sounds like the blaster virus mate. Suggest you do a search on google for a cleaner then do the windows updates.

And get a decent firewall.

It sounds like you have been infected with the W32.Blaster.Worm. If you are not running the Microsoft RPC patch or a firewall you will get infected within minutes of connecting to the Internet. That's why you got it again after you reformatted. You don't even have to do a thing to get infected but hook up an Internet connection, especially a broadband connection which is always on.

W32.Blaster.Worm Removal Tool (http://securityresponse.symantec.com/avcenter/venc/data/w32.blaster.worm.removal.tool.html) and instructions on how to use it along with links to required downloads are available.

But you must use a firewall, even the Windows XP built-in firewall, and you must download and install the Microsoft RPC patch even before you begin removal.
