Well, not all CD-ROMs can support DMA...

As PS2WIZ said, not all optical drives can run DMA. There are some which can only run PIO and will make the entire controller that it's attached to run PIO also.
If you are running the Intel Application Accelerator then it negates your ability to effect any changes as it automatically controls the settings and removes those adjustments from device manager. This holds true for Windows XP.

well in that case its only my HD that supports DMA. if i have that enabled and the others dont support will it make any difference?

If the hard drive is on an IDE channel by itself then it makes no difference.
But you should not place a PIO device on the same channel as a DMA device.
Sometimes the PIO problem can be corrected by removing the offending IDE Controller from Device Manager and reboot so that Windows can redetect and reinstall it.

I don't know that I'm aware of any 40X burners that's not DMA capable as you cannot attain 40X speed without DMA being enabled. Make sure that the settings in your BIOS for IDE devices are properly set.

It appears that your BIOS settings are all correct.
How many drives are on the Secondary Controller?
Have you tried deleting the Secondary Controller in Device Manager and reboot?

primary master - 80gb HD
primary slave - empty
secondary master - DVDRW/52x CDrom

Make sure that both optical drives are jumpered Master/Slave and not cable select.
Deleting the Controller and rebooting often fixes the problem if your setup is proper.
