Why is it the simple that always cause me the most grief!!!!

Anyway bought this (http://www.hauppauge.com/pages/products/data_novatpci.html)tv card off a mate a work, was only a tenner and he's reliable, have bought loads of his not wanted stuff in the past. So i'd doubt its faulty.

The thing is when i put the pci tv card in my comp it just will not boot. There is power going to the mobo as the green light on the board comes on but just nothing happens when pressing the on button.
If i take the card out i still cannot boot, the only way i can kickstart my comp if you like is to:

keep the on switch depressed as the front while there is power going to the mobo, then switch the power supply switch to off at the back, as the power fades the pc briefly lights to boot, all i do is quickly flick the power supply switch back to on and everything is back to normal. This method will not work with the tv card in.

I have never come across anything like this in over 10 years and would really like to get this card going. The light on the card comes on when its in so it must be working.

I have a:
P4 2.8
512 pc3200
asus p4s800

I have tried all pci slots with the card, even unplugging my fire wire card

If anyone can shed any light on this it would greatly be appreciated!!

Mainly stuff on system lock ups, but i can't even boot when the card is in. Not even into the bios, nothing.

Can't see anything on why a pc won't start up once the card is in

Only time that happened to me, the computer tech told me that my computer mainboard couldn't have any open PCI slots. In other words, I couldn't put a card in slot 2 if slot 1 was open. Had to put it in slot 1, or 0, whatever was open, he did that & it worked.

I've tried every possible combination of putting the card in different slots, putting it in the one that i know that works, nothing. This is really starting to p*** me off now. It just doesn't make any sense.

I was reading somewhere about maybe not having a free irq channel for it to work on. I have about 5 pci slots and only my fire wire card in there so surely i've enough. Anyway i disabled my printer port (lpt1) but still no damn joy!!

Think i'm gonna have to try the card at work tomorrow to see if it works although i bet it does!!

Have tried the card in another crappy win98 computer and it works fine, have tried an old analogue card in mine and it works fine thus eliminating faulty pci slots. This is very strange.

Thought it might be the psu so unplugged my agp gfx card and just had the tv card in and still nothing
