Keyboard regional settings

hey guys, using windows xp, how do i change my keyboard regional settings from USA to UK, i thought it would be in regional settings or keyboard properties but i cant find it in either, any help?

Open Regional and Language Options in Control Panel.
On the Languages tab, under Text services and input languages, click Details.
Under Preferences, click Language Bar.
In the Language Bar Settings dialog box, select the Show additional Language bar icons in the Notification area check box.
Click OK three times.
Click the language icon or the keyboard icon on the taskbar (http://www.dvdrom-guide.com/forums/ms-its:C:\WINDOWS\Help\input.chm::/input_switch_from_taskbar.htmHELP=glossary.hlp%20T OPIC=gls_taskbar) to display a menu.
Click a language or keyboard.
