subtitles are 21 seconds too late

ive got a film (ringu 2) with some english subs in ssa and srt format but they are all wrong, ive worked out they just come in 21 seconds too late so is there any way to set them back without having to edit all the times individually?

SubRip, subtitle workshop, etc. allow you to shift subs by a given time.
