problem getting direct x 9

am trying to download stuff to phone but software says i need direct x 9, and that ive got direct x8 installed, been on microsoft site, and it wont let me download it... says somat bout my validation?? my pc came from a shop awhile ago and alrady had win xp on.
is they any other way to download it? or do i have to get to the shop again? ive pc over 2 years now
