could be a number of things- suprnova hosted trackers tend to get overloaded as they are the most popular (not necessarily the best)
first thing i would check is to see if your firewall is blocking the ports used by your bit torrent client- think for shadows expirmental and its derivatives, ports 6881-6890- upper limit can be extended if you really have a super fast connection but you are increasing the security risk i would imagine...
Depending on what firewall you use you need to allow the client to access those ports. Secondly if you are behind a router you will have to either put your computer in the Demilitarised (DMZ) zone (bit risky- especially if you have no software firewall), or a slightly safer method is to forward those ports from your pc to the router.
With the shadows and its deriv's you won't get a "green light" if sitting behind a router unless you do the port forwarding, and similarly if you use a software firewall that doesn't allow acess to those ports.
Also with these things it might just be an idea to leave it alone for a while it will eventually connect to the tracker unless the tracker hasn't been removed or is corrupt/ badly created

I lucky if I can even get the site to open. Half the torrents always time out for me.

Many reasons, tracker could be down, file could have been removed etc, etc...
But personally I find in many of these cases if you just leave your BT client open that after a while things start as per normal.
You might want to update your software too, Shadow has now become BitTornado and v0.1.1 was released yesterday. A lot better with tracker erors in general I've found so far.

Lot's of torrent sites but it would be against the forum rules to post them I'm afraid.
As always Mr Google will prolly be your best bet in this. ;)

Have you even tried google? I typed "Torrent" in to it and on the first page of results i see like 5 excellent sites.
Some people just like being spoon fed I guess.
