NSV to VCD HELP?

Hi all,
Was wondering if anyone knew how to convert a .nsv file to vcd or dvd?
Any help appreciated,

Well mencoder supports nsv input, can decode VP3 and VP6.2 which are the most common video codecs used with nsv (should also handle anything else that it might use) and can encode MPEG1/2 to mpg files. Don't know if I wouldn't use it for VCD encoding though due to the rate control of libavcodec.

Other option is to demux to avi/mp3 and then convert.
